1) - Is your car smoking excessively after secondary transition (about 4500 rpm and above)?? If not, that's a good sign your secondary Turbo is probably healthy
2) - Do you hear a loud hiss or whoooosh sound at the time the car starts to lose power?? If so, that's where the power loss (boost leak) is probably coming from.
3) - What is your boost pattern at WOT while shifting through 3rd gear?? It should be 10-8-10. Anything less probably suggest you have boost leak issues or solenoid related problems.
You may be having boost leak problems that have nothing to do with specific Turbo failure. Please keep us posted on your findings.

First thing you need to do is go through this troubleshooting site:

Just because you aren't maintaining boost, doesn't necessarily mean the turbo is shot.

Another common problem is the cat or pre-cat clogging up. If you have a pre-cat, replace it with a downpipe. If your main cat is clogged, a high-flow cat is a good replacement, or a lower mileage stock one. The main symptoms are lowering boost at high rpms, because the engine is pushing its maximum flow.
