weird whistle sound, please help!

first of all i have the following MODS :
throtle body coolant removed, hard intake pipes with apexi filters, hks down pipe with no cat 3inch ss piping, chiped up ecu (i think), all vac hoses replaced, air pup removed.

i am getting a whistling noise when taking my foot of the gas usually its a duel whistle, one after another, but sometimes single.
the noise seems like its comming from the turbos or at least that side of the motor.

i have searched all the posts on this that i could find and nobody has come to conclusion from what i can read.

has anyone had this whistle when taking there foot off the gas? and if so how did you fix it.
here is a vid of my whistley engine bay :

any help would be great thanks clint

That may be why, try uncapping them to see if the noise goes away, it shouldnt hurt anything.
