Wastegate Vacuum line

Tried searching but I'm slightly confused but the vac/pressure lines for the wastegate and pre-control. The source of the vac/pressure for the wastegate and pre-control solenoids seems to be coming from the air inlet side of the turbo. How is this even pressurized (or vacuum)?

Edit, I get it now. The solenoids are bleeding off pressure, not supplying pressure to the actuators.

Correct. The solenoids are functionally venting to atmosphere, but due to emissions reasons it can't just go to atmosphere, so it's vented back to the intake.

Hose goes from compressor outlet nipple to top nipples on wastegate and precontrol actuators, then from side nipples on the actuators to the metal lines going up towards the intake manifold to the two boost control solenoids, then from there to the primary turbo inlet.
