Underside of sills - plastic grommets?

The underside of the sills, there are a row of plastic grommets plugging a row of holes. I can't see these mentioned in the workshop manuals. I had a cautious look at removing one but they seem pretty stiff, and I didnt really want to risk breaking one. I presume they're for something like fitting OE skirts perhaps?

Do these easily come out? ...anybody removed these and know how a whole they're plugging?

Thanks in advance
