Turbos only boosting 5-7psi.

Well I know what it sounds like, but before my rebuild the turbos boosted well over that with no loss. The well known company that did this rebuild said that 'He did something to the turbo so that I could not raise the boost'. He went on to say that 'if a peice broke off internaly it could damage my engine as well as void any warrenty that i was given. Each step of the rebuild became more expencive, so I told him no more and that I would replace the turbos myself. I later discovered that my hks evc was disconected, so I reconected it and still no difference in psi even when changing the setting on the boost controller. I currently am out of ideas and hope that somebody else may have dent w/ simular.

Check your wastegate actuator rod, make sure it is connected to the wastegate door. Hooking the boost controller lines up wrong will also prevent you from raising the boost.

What was the reason for the engine rebuild? If you blew apex seals, then they damaged the turbine wheels, this can cause boost issues also.

The shop lowered your boost for a reason, is it to prevent you from boosting while you are breaking-in the engine?

No , it was because they said that my turbos may throw a peice off into the engine , I think this is bs because it would throw it out the exhaust & not through the engin. i think they were just trying to sell me new turbos at a rediculus price. it was the manifold they were woried about

It's not really BS. The damage may be on the exhaust side but the whole rotating assembly would be would of balance. Possibly might cause the compressor fins to hit the side and break or wear out the oil seals and drain your engine of oil (this one happened to me with BNR's).
