turbo cotrol?

Could a bad turbo control (next to the double throttle control) cause your primary boost?

I met primary boost to not boost like normal, like at 5psi?

Your car is most likely in limp-home mode. This means that the wastegate is stuck open. This could be because the primary turbo wastegate control solenoid is closed. It could also be a problem with the wastegate actuator or the rod or the wastegate itself...

over what rpm are you getting 5psi?

Anyway stock wastegate is 7psi. If you're getting 5psi then you have a boost leak. End of story.
