The traditional turbo setup on the FD has the first turbo online giving power through about 4500 rpms. As it approaches this point, the second turbo is pre-spooling and then both turbos are online providing power from 4500 rpms and up. This was designed to remove the lag typically associated with turbos.

Non-sequential removes the turbos independent actions and ties them to work together. So they are either both providing power or neither. The main drawback for this is the added lag for both turbos to provide power.
