It's called proxy bidding, he puts in the max amount he is willing to pay and ebay will automatically outbid you bid by the minimum increment until his preset max. So unless your bid is higher than his proxy max you will always be outbid. It has nothing to do with the speed of you connection.

Happened to me before and I do it myself. Lost a set of '99 wheels for just over $500 this way. That's eBay - it's a game and you have to play it that way. The person didn't want to get in a bidding war with you and his strategy worked this time. You need a high max bid to avoid it or refresh alot the last minute with a high speed connection.
