Solenoid question

Could someone tell me if when i key on, all solenoids should have 12v? Or should the ECU give them 12V at different times? Im aware that the ECU grounds them when Keyon, but when does it give them ground, at certain intervals or all at once? Reason im asking is because im getting 12V at different timings and not all at once.

I'm not clear what you question is but the solenoids in the rats nest receive +12v via the EGI relay when the key is on. The ECU grounds them to activate them.
