Car is making no power below 3000rpm then comes on hard. At Idel the car seems to take awhile to rev up. Turbos are believed to be boosting correctly with the correct boost pattern and making 4psi WOT stopped.

 

You'd be amazed at what new spark plugs and wires will cure. You can't make a lot of boost without a load put on it, so in neutral you're not going to see a lot of boost.

Another problem could be a boost leak. Even if your boost pattern is correct. Different hoses/pipes leaking make for different symptoms.

 

car has had the plugs and wires done, the motor makes boost and is fairly quick when boost is built. There is just nothing below 3000rpm.
