Those are the nipples for PCV system. Do you have a FSM? They are free!
They should be connected or better yet plugged and an oil catch can installed.

Good eye. . .
Yes. When I traced the OMP wiring-- one with the most wires was taken over the top while the one with 3 wires went down below the pulleys.
But -- that one below the pulleys was taken out when a belt broke, I'm wondering if it might be better off to run my new wires together over the top and away from any potential belt breaks.
any problem with running them up and over?

Missing hose is for the oil neck vent. That is probably why you have oil residue and dirt accumulated there. Put a short piece of vacuum hose between the open metal pipe and the open plastic nipple on the primary turbo inlet. Make sure the oil metering lines and wires are secured away from the belts.
