Second Turbo not kicking in!???

Havent really been thrashing my car but just found out my turbos not working properly. First turbo is kicking in almost normal, but when my car hits 4000rpm and past, my turbos not producing boost just using the motor to rev out, and its going like a nugget. What could be the problem? Fucked turbo?? Note there is no smoke coming from the exhaust.

check the pre-spool vac hose...its right below your intake piping and comes off your turbo. take it out and look to see if its split. if you just bought it with this problem, check to see if there is a restrictor pill in that hose(if its hard to blow through, then you know there is a pill inside)

Your turbo is fine. It's almost certainly one of the intake control valves, actuators, solenoids, or rubber hoses between these parts.

The PowerFC allows adjustment of the duty cycle of the stock solenoids. Since the stock solenoids have their own limitations, I would consider it to be perfectly acceptable for running a couple psi over stock but that's about it. Adding the PFC-compatible boost-control solenoid helps out a lot, or just adding a separate boost controller.
