From what I am thinking it could be a few things with the control system. You might want to trace the vacuum lines from that actuator. It just sounds like the actuator isnt opening so the 2nd turbo isnt pre-spooled when the crossover occurs. That is why you drop to 7 insted of up to 10.

With the car off, neither of these rods should move very easily. There is a 7 lb spring in each, and if you can move one easily, it's time to get a new actuator (probably the prespool one, from what you've said). Hope this helps.

if pres-spool were bad, you would still get full secondary in high gears, just take longer with dip in middle, if you are getting 10-8-7, most likely secondary not on at all. check allt he sturf fin trouble shooting guide, coudl eb a million things start with check valves, then move to control system, TCA and selnoid, Charge control, CRV, etc. There are just so many things, try testing some and posting resluts if you are stumped then you will get more help. Make sure you get vacuum pump and troubleshhoting guide for boost.

Yeah there are so many different things.... My TCA wasnt working giving me a 10-5-2 pattern. I dont know if it is the TCA but wouldn't hurt to check. Check operation at higher gears and give us some results.

Well sometimes I get in 3 gear 10-8-10 so I think that the stock down pipe is clogt because I have 80k on the stock exhaust .. I ordered a down pipe will post the results soon..

I thought my stock cat was clogged but it was more of an expensive trial & error. Still love the new parts.... The DP is a great mod you will like it. I am still willing to bet it has to do with the pre-spool, not as much as the actuator but the control system for it. First check that the solenoids for the wastegate & turbo precontrol are not mixed up. There is white dot on one of the solenoids as well as one of the connectors. Make sure those are matched. They are the two solenoid right next to that black vacuum chamber. If you have the chance to get hold of a vacuum/pressure hand pump then try and test that actuator.
