pressure chamber question

Ok I dont know that much about fd's but I have a question.
Just so we are on the same page when looking at the car from the front of the bay, the hose that I am talking about is the first one that comes out of the pressure chamber.

Well my question is does this hose connect to a nipple just below pressure chamber? Also doesnt that nipple line continue over to a nipple between the turbos?

Also if that is not connected to anything what would happen? Low boost? Bad idle?

The car this involves is having a really strange idle problem. So it is a search that has been on-going and really starting to be a PITA!!!

Thanks,
Josh
