Possible to get 10 psi on one turbo??
If I have a turbo dead would 6 to 8 lbs be possible in 1st and 2nd and 10 psi in 3rd gear?? I get diagnosed that I may have a dead turbo, but I have a suspicion its the pre-control gate. (my car is non-seq).
If you have a boost guage, and a boost controller. I'm assuming u do since you are non-seq. Then just floor it a few times to redline and see what you get. You wont figure out any other way until you actually try your turbo. None of us know the exact condition of your turbo and your car. So best thing is to just go WOT and find out.

boost is load dependant, so with non sequential it is possible (and likely) that you will have less boost in 1st and second gears. However if everything is working correctly you should hit peak boost and then it should taper a bit as the turbos run out of breath approaching redline.

Anyhow, turbos that are actually *bad* are somewhat tricky to diagnose. Typically when they head south you'll start consuming oil, oil smoke, etc. The only real way to see what's up with a set of turbos is to have them off the car for a visual inspection, which is unfortunately a pain on the FD. Was fun having an FC that I could pull the turbo in less than 30 minutes

I'd also make sure you don't have any boost leaks or any restrictions. A boost leak would very likely give you the symptoms you're exhibiting.
Another possibility is the clip holding the wastegate actuator to the arm popped off and the wastegate is just flapping open.
