Is it possible for a busted vacc line to cause over boost ?

Im debating if my boost controller is busted or not, but for some reason i get 11psi no matter what happens. meaning like if i have the boost controller off, or if i have it all the way on a low setting, i still get 11psi regardless. Now is it possible that a busted vacc line would cause this problem ? Im also getting a weird fluttering noise somewhere near the area of the turbos after about 6psi and higher so i think i have a leak related to that noise , cause like i said it only occurs when i boost higher then like 6psi,,, any input ?

yes, if the wastegate control path is broken, the wastegate could stay shut all the time, which would cause taht

even the noise im hearing? It has to be some sorta flapper or something because it just started out of nowhere, kinda like a vacc leak would... I mean i just have a profec B spec I so its not like some ghetto boost controller or anything
