Depending on oil viscosity, 15 psi at idle is likely OK. The critical measurement is ~60 psi at 3000 RPM warm. This is with a 13B, so your 20B may be somewhat different.

How are you measuring oil pressure? Stock sender is flaky after a number of years, a new one will do fine but if it's a stock sender and unknown age that could be your problem.

Are you using the stock gauge or reading through an aftermarket sensor that is wired into the ECU?

The stock oil pressure gauge circuit operates independently, it is not wired through the ECU.

I've cleaned the OE pressure-sender orifice successfully with carb-clean several times to get it to read properly. I still have a new one that's been in the garage for ~15 years waiting to be installed if I need it.
