An oil intake restrictor, keeps oil seals from bursting

I was reading this turbo kit for sale on ebay, and they list that the kit comes with a oil intake restrictor, to keep the oil seals from bursting. I never heard of this. Is this for the turbo, or engine? Why would you want to restrict oil to your car? I've seen this guy sell other kits on ebay, and i think it's the same guy that buys all parts off ebay and puts a kit together and sells it for a large profit. Never heard of oil seal bursting, he states he's a 3rd gen owner. Is there a problem with oil seals?

The restrictor is for the turbo oil supply, which is supplied from the front iron and returns to the oil pan after the turbo bearings. The restrictor is not for the engine bearings, but the turbos.

The seals don't burst, they are made of carbon and other hard materials, but I'd imagine if you had 70 psi in your CHRA's they wouldn't seal properly... then again I only have experience with the stock system.

From reading his description, the guy sounds like a complete idiot. He's a shadetree tuner at best.

example:

"This full kit is also built to run with the stock rx-7 fuel setup. the stock setup will still push over 395hp at 14.5 psi safely."

He's on crack.
