not getting enough fuel...

I have an rx7 fd on a Walbro 400gph fuel pump system but not getting enough fuel at start up. Have to pump the gas to get it to fully start but after it idles at 1000rpm somewhat smoothly but even then it still feels like its have problems getting enough fuel.

any ideas how i can fix this? any bit of info will help. new to the FD and fuel systems.
