No Secondary Boost????

i am a relatively new owner of the Fd...my problem is i cant draw any boost from my secondary turbo.....
Sometimes it will kick in after if the primary turbo is boosting....but it wont kick in on its own if i am running the car in its range (4000+rpm)....when i take the car to that higher rpm and let off the throttle the turbo makes a whining noise.....what is wrong with my car.....please help?

On another note. I had that problem. Mine was my precat. That is the pipe that comes off of the turbos and down to the catalytic converter. You need to replace that with a 3" Down Pipe. When I did that all my boost problems were cured that instant.

My Primary would only boost around 3-4 PSI and no secondary anywhere to be found. Once this modification was completed she ran like a Cheetah running down an Antelope!

Beside the link that Mahjik posted you need a boost gauge to help diagnose the problem by looking at the pattern of the boost.

i have a 3" downpipe...yes a boost gauge i do need but i have been using my power fc to monitor the boost levels for now:
my mods include: downpipe,mid pipe, resinator pipe, racing beat cat back, apexi pfc w/commander, cold air intake, umm think that's it
my problem lies elsewhere i guess....my mechanic (who hasnt had time to look at the car yet) says its is probably a solenoid or a vaccuum hose

lol, since that's about all that makes up the sequential control system (solenoids and vacuum lines), he's got a good start.
