Need to know about an engine
I have a shortblock, rebuild with 4,000 miles, upgraded seals and a streetport. Now it sat outside jacked up in the car. I covered it with a tarp, but when I went out yesterday it was blown off and it was raining. Now the holes were stopped up with rags, but they were soaked. The outside of the shortblock has a bit of rust on it, and the pulleys are rusted. It the engine going to be ok? A shop said to look through the exhaust ports for rust on the rotors or anything, but what do you gusy think? Think any harm was done?

Dump a bunch of motor oil, atf, mmo, wd40, or something along those lines down into the intake ports while cranking it over. This will a) displace any water or moisture that has gotten inside and b) coat the internals to prevent rust in the future and keep the seals nice and free.
You should have no problems doing it this way, I do recommend that you crank it over a few turns every couple of weeks until it is put back into service.

Uh, guys I can't crank it over, the car is sitting outside because it has to. It is burned completely to the ground.

Oh, I just didn't understand what you were talking about. I have already done all of those things, and soaked it. But I still haven't got it out yet. I can't figure out how to get it out and I took the plate of the bottom of the tranny.
