dude, don't just get a new engine if nothing is wrong with it. the engine is not going to blow up magically at xxx miles.

It would be a little easier if you at least used periods in your messages. It'll make them easier to read and will get you more replies. You asked a whole bunch of different questions in one huge confusing sentence...

Don't replace the engine unless it's needed. If you take care of the engine, it will do ok by you. Many 13Bs last more than 75,000 miles.

Just do the reliability mods and make sure that you perform all regular maintainence. Like ttb said, there is no magic number as to when your engine will fail or begin to experience problems. If you do a search, I believe that there's a thread about how long people's motors were lasting. Also, you asked about the fluidyne radiator. I am currently using the fluidyne and have no complaints whatsoever. It has durable welds and no fitment issues. I was having overheating problems before, but it has since cured all of my cooling problems. An aftermarket radiator is a good idea if you're considering a front mount intercooler.

You dont just change apex seals like you would oil. If you are really questioning your engine i would get it compression tested with the mazda tester. This will tell you how good or bad it is. If you are refering to a lightened engine rotor, it would be worth it if you were doing a rebuild and had money to burn or you are going to use your car for strictly track use and everything counts.

You don't replace apex seals as a maintenence item! It requires a disassemebly of the engine.

When they go they go, and then it's time for a rebuild.

Same for water seals. You'll probably blow a water seal before an apex seal, at least I did.

Focus on keeping your car cool. Water and Oil. Get a Fluidyne or similar radiator, an aluminum AST, do the Fan mod, maybe use some water wetter or more than 50-50 distilled water/coolant mix (60-40), lineraize your existing gauge or get a real water temp (and OIL) temp gauge.

That will all go along way towards keeping your car happy. Get a downpipe too, its a performance and a saftey mod (much less heat). If you can spring for it get a good cat back and hi flow cat.
