Low boost

I have done a search for this but have not found anything very usefull. My boost pattern is 5-2-6 no matter what I do. I can change the boost controller with no response, I have put the stock restictor pills and lines back in and still the same. Vacume chamber is fine, bov's good, check valves good, pressure chamber good, double throttle good, and all turbo actuators check out fine. When I replaced the motor about 10,000 miles ago I ziptied all vacume lines but two on top and on minor inpection of the rats nest all looks good. Car worked good at 11-12 psi untill recently and now I am pulling my hair out! Any suggestions would be much appreciated. (At least these cars are easier to take apart than a 3Z!)

If your double throttle control isn't working, you can't make more than 5-6 psi. Have you looked into that at all?
