I also believe a lot of the issues with going to high RPM's is harmonic vibration. Past 8500 RPM, you get a harmonic in the engine that can shake crap loose, like the tension bolts

Also, car makers have to design the components that the engine turns to work at high RPM. No use having a 10,000 RPM redline if the water pump is cavitating, the power steering pump is blowing up, etc.
On the RX-8, they fixed some of that. Power steering is electronic, so no belt there. Same for the air pump.
