It keeps turning...

When I go to adjust my Tokico's so that they're harder, they just keep turning. But if I turn back to make them softer, it eventually stops. Is this normal or is something broken? It did it on both front shocks.

I thought the caps didn't matter since you can just order another pair from Tokico?
