Idle Speed Contol Causing a loud squealing noise?

I was wrapping up my ignition problem and put everything back together. I fired it up and there was a loud screeching / squealing noise coming from the engine bay. After a little looking around I noticed that two wires had pulled out of a clip on the back side of the uim. These wires are supposed to go into a white clip that plug into the ISC valve. A friend came over and was pretty sure that it was the ISC that was causing the noise because it wasn't opening, causing a really loud whistle. We plugged the wires back into the clip and fired it back up but still the same noise. I'm not sure if we put the wires back into the clip the correct way or if we did not put them the correct way.

But what I am wondering, is if the ISC would cause this loud noise or not? Am I barking up the wrong tree? What type of signal is the ICS supposed to receive? I think I have just not made the correct connection with it yet, but I wanted to check with you guys first.
