Idle goes up and down?

Idle goes up and down?
For some reason my idle goes is not stable going up and down from 1000-1500rpms. But then if I hit my rear defrost button, the rpms settle back around 900-1000rpms and I turn the defrost button off and idle is fine. wtf?

I have personally seen a PFC emulate a vacuum leak type situation around idle because I had not done the initial idle calibration after doing extensive changes to the car.
