Idle goes up and down?

For some reason my idle goes is not stable going up and down from 1000-1500rpms. But then if I hit my rear defrost button, the rpms settle back around 900-1000rpms and I turn the defrost button off and idle is fine. wtf?

Just to be sure, you've done these steps?

Reset PFC.

Do the 30 minute calibration.

10 minutes normal.
10 minutes A/C on.
10 minutes defrost on.

I have personally seen a PFC emulate a vacuum leak type situation around idle because I had not done the initial idle calibration after doing extensive changes to the car.

Unplug the ISC and see if the problem stops.

AKA: BAC, IAC, etc Idle air control valve...This is the piece that has a black round bottom aluminum upper, held with 2 nuts and has a white plug connected to it.
