I have oil droplet on the underneath my TCA?

Guys i noticed a oil droplet on the underneath of my TCA, as you may know i have been complaining for the past day or so of my primary aswell as my secondary turbo not giving 10 pounds boost. in first gear i get no boost and even if i get boost on the primary once i hit 4000 the secondary turbo doesnt kick in and give be 10 pounds the boost just drops off once i get to 4000 and it doesnt come back up i have to mash the pedal hard to get the boost slowly to 10. I get this in the 1st gear, second gear, and third gear. In third gear i really have to mash the pedal to get the boost to ten pounds and during that mashing the car bucks and the boost SLOWLY gets to 10. So you think with the oil under my tca that it could be the cause? whats the physical signs that the tca is being no good? by the way these are rebuilt turbos with only 5k miles on them!!! they are brand new!!!

all the hoses hooked up properly? the ones connected to the intake manifold etc?
