how to wire up fuel gauge for testing
Are you just testing the gauge and the sender for operation? The gauge will need power and ground for the needle to sweep. You should be able to set a volt meter to resistance and check two wires from the sender. Sweep the arm on the sender and the resistance should change. If the sender works, the gauge is broke, if the sender doesn't work, the gauge is fine.

Not sure if that qualifies as 'slow', stock gauge is slow too - old style.
But I'd check the stock gauge with the multimeter instead of the sending unit to finally make sure if it's dead or not.
EDIT: think it's ~2 mins that the stock gauge would read the correct values. It's somewhere in the electrical troubleshooting manual.
