Air impact wrench, you answered your own question. But use low torque.

Otherwise you have to make your own pulley holder and use a box end or socket by hand.

there are two holes in the pulley, make a pulley holder that hold these holes

then you can remove it

or you could use a strap wrench, or just tighten it with the belt on...either way you don't have to spend the money for the impact wrench if you don't have one and it's good enough to drive it to a shop that does...but that's just me

or....you can put the belt on, tighten down the idler, and then tighten the pulley. it'll hold it -

I found by using 2 craftsman 4.5mm 1/4 drive sockets (one deep and one shallow) and a 1/4 drive adapter on a 3/8 ratchet you can get good leverage to torque the nut. Put the shallow socket w/ ratchet in one hole and the deep socket in the other and brace the ratchet againt it in the opposite turning direction of the torque wrench/driver.
