This is not a DIY job. Buy them at 1300cc. If they're used, get them cleaned/tested before installing them.

You buy a set, leave them in your garage, don't get to tune and drive your car; boring achieved

Drills do not hold tight tolerances on size. The orifice of the injector is probably a hardened steel and wouldn't drill anyway.

Even if you could perform the work in that shop, you'd need to spend more on the special tooling than the injectors would cost.

You don't bore. You buy the right size.
An 850 injector is designed to be an 850 injector. Bottom line. If you bore it, you'll more than like end up with a shitty spray pattern and terrible atomization.
Just buy the right injectors.
