The answer to your current question is: They will not stay up, because you have put them down.

If your popups arent going all the way up make sure they're not getting caught on something. I had one get stuck halfway up when I tried to power it down, and noticed it was rubbing the bumper. Otherwise....bad motor maybe?

No, its like a setting, when I pop them up they arent all the way up and the headlights are facing the ground more, if I manually turn them then they go up more, but when I turn them off they like reset themselves when I turn them back on they goto the same spot...

the ***** are not for adjustment ..they are there to put the headlights up if the electricals fail ..if they are not going up all the way..or goin down all the way ..they are either binding on the linkage ,rubbing on something, have something caught in it or need lubrication..don't use the ***** for tryin to set the height of the headlights ..and as the guys said..you should be lookin at a manual..it will be the best investment you can get for your car..if you must screw with the height ..pull the retractor fuse..and set the height(the sleepy eye look)..but remember this ..as soon as you put the fuse back in ..it goes back to LIGHTS up..with the headlight switch on..

Raise the headlights with the auxillary switch, then raise them fully by turning the *****. After that, press the auxillary switch to lower them. Then, raise them by turning on the headlights from the stalk. Sometimes, they can get out of synch with the contact point inside the actuator that indicates the up/down position of the light and this will fix the problem. On the same note. It could be that the contact points are worn or dirty. Use the info on page E-27 of the shop manual to test the acuators, if what I described above does not correct the problem.
