I'm trying to complete rebuild, but i found what seems to be the purge control cut and capped with a bolt. Can someone help me track down where it is supposed to go? FYI i have a single turbo setup

have you looked through the different vac line guides? theres a few floating around. I know on my setup probably 75% of the hoses are no longer needed. makes a lot less headache for trouble shooting and cleaning. all in all simplified setup is the way to go. the owner may have half assed a simplified setup or have been intentionally bypassed the purge.
