Help..idle and oil residue

I am so frustrated right now. I had a vacuum leak at a few of the block off plates, so I pulled the UIM and redid them all with permatex ultra black RTV. I even put in a new UIM gasket. I can't find any vac leaks anywhere now, and when I start it up, it zooms to 3k, then back down to 2k and just surges up and down. no, the TB adjustment screw on the top is not pushing the butterflies open and the Throttle cable or cruise cable is not binding.....I only have 500 miles on the engine (reman). I also popped the oil fill cap and there is a silver colored residue on th underside of the cap and down inside the fill neck...I have the PCV removed and capped off...i may need a breather on it...i am sure it is just condensation...using GTX 20w50. no weird smell, there was no coolant smell or white smoke in the exhaust either...i just want to drive the car...I had a few codes, but believe they were old...going to clear them and start it again...

Okay, tweaked a few things on the ISC. I drove it tonight upto about 30 MPH. I was getting vac on decel of about 20-22 and on idle about 16-18. No CEL either However, I am really having a hesitation in the idle and toward the end of the 10 minute drive, in 1st or 2nd the car was bucking VIOLENTLY on throttle! I had checked the TPS a few days ago, but I will check it again because I remember Damian having this issue and that was the trick. For some reason my idle was around 1000 at oper temp before the drive and by time I got home, it was struggling to be at 500...i had adjusted the screw under the TB about 1.5 full turns from the fully closed position in the middle of the drive (was at 1/2 turn before drive)...I am thinking that the TPS could not be set correctly, and that is throwing the whole thing off. I am pretty sure I have fouled the plugs as well, so I have a new set to put in....

It sounds like you have a few separate problems.

First, I would get your idle set to 750. You can adjust that like you have under the elbow and also at the front of the throttle body.

It is normal for the car to rev up to 3k when you first start it. That is the AWS engaging to warm the engine up. Buy a block off plate to block the hose only to disable it.

Have you checked your dashpot? It is located in front of the TB and has a white rod that should stick out and be in contact with the throttle linkage. When you come to a stop or slow down it is supposed to catch the throttle plates and let them slowly close. If your's is not working the throttle plates are closing too much causing the low idle at 500.

As far as the bucking goes. It could be a few things. Check your TPS, but also check the grounds. Take the grounds off, clean the contacts, and hook them back up.

dashpot checked out according to the FSM

I need to check the TPS again and I know my grounds are not any good either. I will adjust those and get back...
