Help! The car has nothing above 4K

The car pulls good up to 4000 rpm then it stops pulling and has to work to get through the higher rpm's. Once the rpm is about 5k, it starts to sputter, and if I let off the throttle it pops, like a little backfire. And if I downshift on the highway to 3rd gear, and the revs go to about 6500 to 7000, the exhaust sounds like a machine gun and the car sputters and jerks pretty bad. It's pissing me off cause I had a 60-ft time better than a guy running mid 13's, but with my car like this I end up running my best e.t. of......15.58!!!!! On the highway civics with only exhaust and intake are burning me! I'm running two K&N filters (not cold air box), cat-back, downpipe, and mild port. Running a PFC tuned by Shane Racing. They wouldn't program it to lean would they? My guess is I'm running rich, I hope.

have you tried the basics like running injector cleaner and checking your plugs?

Injectors were just balanced and blueprinted by RC. Plugs are relatively new less than 3K. May be fouled if I'm running rich.

Are your 5th and 6th ports opening up? My friends FC had problems when he installed a race pipe in place of the DP and Cat because his Air Control Valve could not register anything because he did not have a block off plate yet so he ran out of power after about 4k.

Please, explain this in greater detail. 5th and 6th ports?
I didn't know you needed blocking plates when you installed a downpipe.

His FC has a pipe that runs form the ACV to a port on the exhasut, I think at the cat. When he installed the race pipe there was nowhere to hook the other pipe off so it's been running open. He said he has to take the ACV off and install a block off plate so it can register pressure to open the 5th and 6th ports. I haven't talked to him in over a week but he said he ordered the block off plate and was installing it last week. I'll ask him. I also don't know if the FD is any different then an FC as far as all that goes.

Does the ACV come off when you remove the air pump?

The boost is dropping off because the car is running like ****. Probably dropping to like .45 or somewhere near there.

Does anyone else know anything about blocking plates when installing a downpipe. And can anyone explain what is this "5th and 6th ports"?
