From page F-81 of the FSM (you can tell it's authentic by the bad grammar):
Idle speed control (ISC) system controls the bypass air amount that passes through the throttle valve, the idle-speed control system performs feedback control so that engine idle smoothly and at target speed. The system also performs the function of the AAV (Anti-afterburns valve), there by eliminating the AAV and simplifying deceleration control system.
This ISC is operated by a signal from the ECU. It's supposed to maintain 700-800rpm, and 1000rpm under electrical load or when the A/C is on. It's also responsible for the infamous "idle bouncing". Getting rid of the ISC and AWS will let you manually control your idle, but it will lower if you pull up on the gas pedal (if you haven't recently changed your throttle cable) or turn on all the gadgets inside the car.

Pull the accelerator pedal towards you. I can do it on my car it takes a few minutes for the ECU to compensate and raise the idle back to where it should be.

just make sure your throttle cable isnt overly tight and you shouldnt have to worry about that.
