Fuel problem, real bad load up...

Fuel problem, real bad load up...
Well, after a rebuild, this is what's happening...
Just turning the ignition to the ON position causes the engine to fill up w/ fuel. IF we can get it started, it'll run at higher RPM's, doesn't idle at all, just drowns itself out. When it's running, it reaks of unburnt gas in the exhaust and it's smokey. I doubt anyone's had this problem, but what are any viable solutions?
I've come across two things in the factory manual that appear like they could cause it. I don't have the sheet in front of me, but something like the fuel pump relay and the resistor?

The ignition's working fine as far as I can tell. It's sparking and everything, running when it's not overly loaded up. The guy who did the install would disconnect the Fuel Pump Relay and reconnect back and forth and it'd run alright. So, I'm pretty sure it's something in the fuel.

Yeah I'm having the same problem.. pretty much exactly
From what I can tell it's fuel. I don't have a pressure tester but I think its something to do with fuel pressure. It is'nt flooding anymore, so I figure its either the fuel pump, or the pressure regulator. I'm replacing the fuel pump with one from a junkyard to see if it is this, for $6 it worth a try.
The book however, (haynes) said to jumper the fuel pump and turn the key on. If you hear a whirring sound for more than a few seconds then there is a problem with the pump pressuring up... so It's gotta be this.

Alright, I'm going to give the FPR a shot once I get some extra cash. We have to move the wife's stuff and get a new place soon. I love the military life :/
