Get your meter out and start tracing it back. Headlights have to be fully on and not in high beam for the foglights to come on.

Are they factory fog lights?

Factory fogs come out easily, just remove the 10mm bolt and they pivot and pop out.

Get the shop manual and look at the circuit. There may be a relay for them in the front relay box, can't remember. The switches rarely go bad.

The headlight relay... Its the only thing I can think off... Anyone know if they are corroded they might make the fog lights not work? Or if the headlishts work then the relay is 100%

So... I had 11.68v straight from the battery without the key then I went to check the voltage coming from the positive/negative terminals right at the fog light enclosure and I got 10.6 v. Could this mean is a loose ground. Ill try to use the power source from the fog light enclosue and make my own ground wire straight from the wire and see if the bulb lights up. I tested all 4 bulbs and they all 4 work so something must of happened with the previous owner and then they all of a sudden must of stopped working but the bulbs did not burn. they did replace the radiator so they must of moved things around... can someone send me a picture of where the wiring goes and divideds into a y

Just wondering what is the resistance of the ground wire to the body of the car, if it is above a couple ohms you probably have a broken/ corroded wire.

they could be corroded, i had the same issue with the fog lights on my 929.
Relay and everything was fine, changed the bulbs and still nothing but i had power going all the way to were the plug on the bumper was but not from the fogs plug. Then i unplugged them and tried with lose wires to a bulb and it worked so i just replaced the wires.
