Fluttering boost, plus rattle

A few days ago i did a 2nd gear roll on at 10 pounds, and let off around 6000rpm, the car pulled hard and felt good etc etc,i normally get full boost around 3800-4000rpm, but after that pull i did another and got full boost around 2900-3000rpm, the gauge read 10pounds as did the pfc, but the car didn't have the same kick, and my intercooler charge temps were about the same,
now when i roll of the clutch in first/second around lik 1500-2000rpm i get a rattle sound that sounds like its coming from my downpipe/turbo area.
I took the car out yesterday to see if i had the same problems, and now my boost flutters while its building,on a 3rd gear pull it will raise steadily but around 6-7pounds it will go up and down between 8pounds and 5pounds, then it will go up to 10 and hold till redline, does any1 have any ideas whats going on with my car?

Check and make sure the actuator is hooked up underneath the car.

if the car feels "choked" up top in the RPM range (or at all I guess) do not run it hard at all...

If the actuator wasn't hooked up the rattle noise is the flapper inside. a c-clip holds it on. if the cat is clogged that will choke it up pretty good as well and can rattle also.
