what's d size of your budget, and what are your long term plans for the car might dictate whats best for you.
If its minor upgrades ( retaining the stock twins, Inter cooler etc) go with the SAFC2
Anything nvolving single Turbo, higher boost etc...FC commander or Microtech.

Do not use the SAFC2 ever on an RX7. Do not do it. I will hunt you down and slap you.
The PFC, haltech, microtech, wolf systems are all good standalones for the FD.
There is no reason to use the SAFC2. The stock computer doesnt understand boost > 11psi. Youd have to get a pettit unlimited and an SAFC2 and then youve just spent what it takes to get a PFC which is only about 100x better.

Throw away what you 'know' about standalone ECUs, because it's a different game managing turbo rotarys. SAFC is a poor choice for a rotary, no matter what power level you're aiming for. PowerFC is an excellent choice because it's the easiest to install and very many rotary tuners know it well. Wolf and Haltech are other popular ECUs worth considering if your tuner strongly prefers that instead of the PFC.
It can be done with others, but more rotary tuners know the PFC than any other, and it's the best-adapted standalone available.

Before you do anything i would buy the best mod you can: Honda accord. Just in case something goes wrong. As for the ECU, i would go with a Power FC. There are a lot of people who know about them, and how to use them well. They are extremely popular with our cars. They have also dropped in price within the last year.

If you are just beginning to mod your FD I would start out with a re-chipped ECU like: M2 Stage III or Pettit's.
They only cost $400-450 used and are good for cars with (Intakes, cat-back, Downpipe, mayhbe a highflow cat @ 12-13 psi) They are plug and play no tuning necessary
I'd wait until you "need" a PFC (i.e. Running a Mid-pipe, ported motor, and larger injectors.) The issue with buying PFC first is that you have to tune them every time you add a flow mod. If not you may lean-out and blow you motor. Tuning cost $300+/- per session if you are paying an expereinced rotary tuner (A MUST!) If you get a PFC, I highly recommend getting a datalogit($300) and a wideband O2 kit($425) that way you can re-tune your car by yourself. You can also re-sell the rechipped ECU later for what you paid for it.
Just my .02

First mod: Daily Driver
Second mods: Downpipe, Radiator, AST (removal or aluminum)
Next: Maybe catback, PFC, start having fun.

And make sure all of the hoses and such under the hood are in good condition. Replace any and all that look questionable. The best mods you can do on an FD are fixing the little things that break on 12+ year-old cars. Vacuum hoses are usually a must. can sometimes fix boost issues.
oh, and SAFC2 = Band-Aid
You'll end up just buying the PFC eventually anyways, sue to the limited capabilities of the SAFC2.
