Failed Colorado Emissions - Tips?

Just like the 'Subject' says, I failed. My mods are listed in my sig below...

HC GPM - 3.4132 (2.5000 Limit) FAIL
CO GPM - 72.3391 (20.0000 Limit) VERY FAIL
CO2 GPM - 500.8721 (not a criteria for PASS/FAIL)
NOx GPM - 0.3317 (6.0000 Limit) PASS!

I installed new plugs Wednesday night.

Ok, so I guess I'm running a bit rich. I suppose I can lean out the mixture with the EFI PMS. I have never had the injectors cleaned (63K), so maybe this is the time...

Anyone have any advice what else to check? I tried searching, but can't search for CO. Nothing useful came up under a 'carbon monoxide fail' search. The car's exhaust does (like all 3rd gens) smell like fuel.

I appreciate any help.

Oh, and my old plugs certainly were dusty black carbon fouled... perhaps I have answered my own question.

But I would appreciate any other tips.

I went to the station just off of Evans and Platte River drive right before they closed. I think the guy cheated for me because my stock 93 Touring "Fast Passed" the emissions. Didn't even need to do the whole test. Not sure of the guys name, but he had long blond hair and was kinda scraggly. I asked him before the test if he knew how to drive the car, i.e. stay out of the boost, and then told him it was a rotary engine and would fail if he boosted it too much. If none of that works I would just do the denatured alcohol thing to make it easy and cheaper than doing a bunch of crap to make it pass.

It was clogged, so I threw it away. I've passed once after I had the downpipe/high-flow cat.

stock cat works. race gas works, it tricks the computers(not sure how). so just go to bandi and buy some. there is also this **** out now called gauranteed to pass. they actually pay for your test if you fail. might try some of that (but not with the race gas).
