Phoenix Power, and Knightsports always have been 2 shops that tune their street/demo cars with all the cats still in place (maybe upgraded high flow cats). As far as i know, all their cars still have the catalyzers in place. Japan has their own version of CARB, called JASMA. As long as certain parts are JASMA approved, i believe it will pass the Shaken Inspections.

However, the Shaken these days makes California's smog tests look like a joke. But, like all things, there are ways around it, and loopholes to go through.
