I don't understand what you mean.....there is either the engine turning over or else....nothing.....
If the engine is flooded it will make a very strange, whiny whirry noise, very unlike a normal turn-over.
You are saying catagorically that the engine is NOT moving, not turning over at all?
Is the whiny noise you are referring to simply the 'key-in' buzzer?

i dont think its a battery problem because all the accessories work. the radio, lights, dash lights, all that works. when i start the car, it makes the noise like it is trying to start but it seems like it isn't firing or sparking. it could be the starter i guess. gonna try to start it with the "start a flooded car" directions tomorrow, and if thats not it, it may be the starter i suppose

So it IS turning over? Your symptoms sound classic "flooded engine". The car will turn over really weird, like it has no compression and make a strange 'whirrrrrr whirrrrrrr whirrrrrr' sound.
Each time my cars have done this, both FC and FD, I just mash the pedal to the floor, turn it over for 10 seconds or so, let the pedal go, turn it over, repeat as necessary until it catches and goes. DO NOT PUMP the gas pedal, make sure you push it all the way down and hold it to the floor and THEN turn the key to turn the engine over. If it is REALLY flooded, it may take quite a while to fire, and it will miss out really bad and shake and smoke and puke once it does fire. You may even have to put a charger on to aid in the endeavor. I have had to do this a few times, usually after doing the dreaded and ill-advised "move from the driveway to the garage" trip. Seems like the rotary HATES being fired for just a few seconds when cold and then shut off....
