Driver kick panel 2nd ECU connectors

On my other car there is a relay that the blue connector connects to.
For the car in question there is a jumper going from one pin on blue connector to I believe a white connector with 2 pins. I don't know which pin it goes to as I disconnected it months ago.
The car still starts with it connected and not. Which is odd because the other car will not start with the blue connector disconnected from the relay.
Any help guys?

First off, that's the CPU, not ECU. The black box at least.
That blue connector goes to the starter cut relay, which doesn't seem to be present. That relay kills the starter if the security system is going off. Basically, the wire that comes from the "start" position on the key goes through that relay, through the clutch switch (to make sure you have the clutch pushed down) then to the small wire going to the starter.
Many people bypass that relay, some have found it's the cause of no-starts or click-click-start problems.
Since the relay isn't there, you just need to put the jumper wire back in the right place. There are 2 wires going to that blue connector that are thicker gauge than the others, it needs to jump those 2 wires.

No reason to have a fuse. Just make sure the jumper is securely in place and maybe even tape up that whole blue connector so everything stays in place.
The relay simply connects those two wires together when it gets the signal to do so. You're just taking the relay out of the equation.
