Cut Off Prob

i have a 93 rx intercooler+piping greddy elbo full exhaust pullys bov and a greddy turbo timer every time i got on it when the seconed turbo spools it feels like it hits rev limmiter between 4 and 5 rpm i donno if its not gettin enough fuel but i didnt do any mods that would up the boost?

Are you on the stock ECU? If yes, you are most likely over-boosting and hitting fuel cut. You need a new ECU that can handle the extra boost from your intake and exhaust mods. You should also get a boost controller to keep your boost at reasonable levels.

While on the stock ECU DON'T GO ABOVE 10 PSI!!!

I wouldn't go full throttle until you can control your boost. With the intercooler and full exhaust you are probably pushing 12lbs + of boost which can easily grenade your motor. Consider yourself lucky.

You really need both.

The cheapest and easiest route would be a remapped ECU (pettit, M2, RP, etc.) and a ball/spring type manual boost controller. Even with the remapped ECU you will still need to keep the boost under 14 psi or else you will be maxing out the stock fuel system.

ok what about the power fc? will i still need a boost controller? and i should also do injectors pump and regulator?

The power fc is a great choice if you are near a shop that can tune it for you. With a standalone like the PFC you can also tune for larger injectors, and if I remember correctly, the PFC actively controls boost, so you wont need a separate boost controller.

The 1/4 times will vary depending on a lot of things, but you should be able to break into the 12's fairly easily. Just search around and see what other people are running on similar mods.
