I've never had issues with mine, but first suspect would be the clutch safety switch and/or the brake pedal switch.
Dinosaur, check the cable tension from your actuator to the TB. My only other thought on yours is maybe an issue with the cruise module. Rare I would think, but it's located behind the kick-panel on the driver's side....easy enough to get to. Maybe Mobeoner or someone else who removed theirs would want to send you one cheap to try? IIRC the module is white, about 1.5 inches square with ~20 pin connector.

Sorry to bring it back from the dead, just thought I would post my findings.
My cruise control issues were the same: cruise light would come on but the car wouldn't hold its speed. So I ran the self diagnostics detailed in the service highlights; everything came back okay. Next I popped the hood and looked at the cruise actuator. Remove the plastic cover. Look at the cruise actuator cable and realize its not connected; stupid. Put it all together and then tested it. Functioning cruise control Yay!
Next day, Cruisy-no-worky. So I go through it all over again self diagnostics, check the actuator, beat the steering wheel in desperation, etc. Time for a new tack, I remove the cruise actuator drill out the plastic 'rivets', hook up a 12v power supply to watch the thing in action.
First I suspected the clutch was worn down, it wasn't; then I thought maybe it was those two switch like things, ah **** it I don't wanna get my multi-meter. Lets see what happens when I run 12 volts through it. 'Click', the solenoid works. 12 volts to the motor; nothing. Reverse the polarity and it works, reverse the polarity again and it works again, in reverse. Whatever. Messed with it some more and everything seemed hunky dory. Reassembled the actuator with that universal adhesive silicone. Installed the actuator again; again the cruise works.
Once the Hamster put the cigarette out and got back into the wheel it occurred to me that maybe what was causing the problem was that the cruise actuator gears were getting jammed-up on themselves ( 4 reduction gears made 17years ago out of plastic ) and the way to unjam them was to reverse the direction of the motor, which conveniently enough is what the cruise control module does whenever the indicated speed is above the set cruise speed.
The next time it happened I checked this out and indeed it does work. I accelerate beyond the set cruise speed for about 10 seconds and then coast it back down and everything is just peachy, until the next time I want cruise. Its not a fix but a workaround.
So that is where I am at currently, I suppose my next step will be to lube the gears and see if that helps prevent the problem in the first place, maybe this weekend, then again...
