Check engine lights...could be big trouble says my mechanic??

I took my car to Jim @ Mechtech here in Socal. I was going to have it smogged and just a routine check up done. He could not smog it because the check engine light would NOT come on. He told me it could be either a blown bulb or something wrong with the ECU. (stock ecu) He also said its about a 4hr job just to get to that light...? Is that true? Anyways, my question is how long do u guys think it would take from the time he pops my hood to the time he diagnoses the check engine light problem? Also, If i dont pass smog, (and i need it registered in CA) how can i go about doing that.. with a certificate.?

Yup, it's a bitch to get to that bulb... you have to take the gauge cluster off which is one of most annoying ***** ever. It's not really hard, it's just a pain in the ***, I wouldn't say 4 hours though. I think maybe 2 hours if you've done it before and you know the little tricks.
