On a stock ecu?

Reinstall your factory catalytic converter and catback.

My 93 JDM was over boosting to 15 psi as well, I did a search on here for "Overboost" under the advanced tab I selected 3rd gen and did some reading. After all that I bought a Hallman Pro RX MBC and hooked it up to the wastegate actuator, capped the vent side and cured my boosting issue.
Do not run the car over 10psi of boost, you can cause damage to the engine. If you can not find anything after searching let us know. I can give ya a hand tracking it down (I am still very new to the FD but I have spent the last 2 months under the hood learning and tweeking )

Good Luck
Mike

@ Mahjik, I think he is hitting 15 psi as soon as boost can build that fast, that is what my car was doing, now that I have it at 10psi I get a small amount of creep.

I would put a boost controller in. You should go over your vacuum system and make sure everything is correct. To get the problem under control for now if you follow this link and look at the first diagram, near the bottom of the picture you can see your wastegate actuator (it has the green line going to it. Take this line off and cap the wastegate end. This should limit you to 7 psi, believe me 7 psi and the car is still a hoot. Limiting to 7psi will allow you to drive somewhat safe until you can go over the whole car and make sure everything is up to spec.

Good Luck!

Boost controller isn't going to do much with the wastegate 100% maxed. Why buy all those mods without researching the car?
Save your money for an ECU and tune it.

Just make sure you plug the port on the wastegate, it will be the side towards the engine. Then when you get a boost controller you take the line off the other side of the wastegate and set the whole line aside, run new hose to your boost controller then from the boost cont to the wastegate. I bought a hallman rx pro to play with the boost, everything seems to be working good, it does not go over 10 psi now.

I am smack dab in the middle of BC, a few hours west of Prince George. I bought my car in Edm, drove all the way there to get it

About 12 hours one way, I towed the 7 back behind my 1/2ton pickup. I would do it over again in a heartbeat though. This car is amazing. Have fun!
