You're getting fuel cut because your boost settings are too low for 15lbs.
1-kg/cm2 = 14.**psi, you have it set at .80-.70
You're telling the PFC you want to boost at about 11.5 psi on the primary, and about 10 psi on the secondary.
The PFC cuts fuel when you over boost at about .25-kg/cm2 over your set boost level.
So you need to raise your PFC boost levels to about 1-kg/cm2, maybe slightly higher. And set both the primary and secondary to the same values.

Power fc cuts fuel if you boost .25 over the value you have set in the boost settings. So if you have Option 1 selected with the .80 it will trigger fuel cut at 1.05, which is right around the 15psi you are running. Try lowering the boost, use higher numbers in option 1, or try number 2 with the .90 value.
