can you really test plug wires witha multimeter?

I was told I could test the old spark plug wires that I removed with a common multimeter. I went to get one and then I was told that it really would not work reliably because there is not enough voltage. So I did not buy it.
After a wire and plug job, I noticed one of the plugs was fouled much more than the others. So I hope to test the old wires that are now removed.

Yes, that is how you test wires. I don't knw who you spoke to, but they had no clue what they were talking about. Voltage has nothing to do with it. What you are measuring is resistance. Every car manufacturer test for wires involves checking the resistance of each wire and comparing the readings to the specifications in the repair manual.
